Pepper Incident starts up in Redding and threatens multiple structures as all the area resources are consumed for the Lowden Incident up near Lewiston.

Then an Redding FD admin pulls to the side and starts patrolling the freeway shoulder. With experience they know it might jump the freeway but there isn't enough units to stage on the unburnt side. Everybody is on structure protection on the west side. |
