Pepper Incident starts up in Redding and threatens multiple structures as all the area resources are consumed for the Lowden Incident up near Lewiston.

On the Hilltop overpass the fire hasn't made it to the freeway yet. It is burning in the Peppertree Apartment area and threatening a number of apartments. It picks up in the Mazanita and takes off towards the freeway.
