Pepper Incident starts up in Redding and threatens multiple structures as all the area resources are consumed for the Lowden Incident up near Lewiston.

While the head of the fire jumped the freeway and took off in the distance towards a neighborhood, some mazanita and grass burns alongside the shoulder.
